Всички ние трябва да се обединим, за да наваксаме огромното изоставане на България и превръщането й в просперираща страна, казва евродепутатът Андрей Ковачев в специално интервю за Bulevard.bg.
Андрей Ковачев е член на Европейския парламент от 2009 г. В момента отново е кандидат за евродепутат от листата на партия ГЕРБ в изборите на 25 май.
- Г-н Ковачев, ако оставим политическата реторика настрана, защо всички ние, особено младите хора трябва да гласуваме на 25 май?
- Европейските ценности и демокрацията, свободното придвижване на хора и финансите, мирът и солидарността не са даденост, а ценности, които трябва постоянно да се защитават от всички нас. Затова е изключително важно да отидем и да гласуваме, особено в България, която за съжаление е най-изостаналата в икономическо и социално отношение страна в Европейския съюз.
- Какви качества трябва да притежава евродепутатът и с какво те са по-различни от качествата на депутатите в Народното събраните?
- Не трябва да се противопоставят депутатите в националните парламенти и Европейския парламент. И в двата случая те трябва да са добре подготвени, да отстояват целите си, да работят за каузата на страната си.
Евродепутатът трябва задължително да бъде комуникативен, да владее поне два чужди езика, да може да работи в интернационална среда. Освен това той трябва отлично да познава законодателството на ЕС, правомощията на отделните институции, взаимодействанята между тях... Изобщо да е на "ти" с цялата сложна и голяма машина, наречена "Европейски съюз".
Андрей Ковачев е магистър по биология от университет Саарланд, Германия (1990-1995), където защитава и докторантура по природни науки (1995-1998).
- Евроизбори, евродепутати, Европарламент - това на хората звучи далечно и абстрактно. Какво всъщност правят евродепутатите и това по какъв начин рефлектира върху живота на всеки от нас?
- Ще направя едно историческо сравнение. На нашия континент векове наред са се водили кръвопролитни битки и войни, за да се защитават националните интереси. Днес не е нужно да се дават свидни жертви, защото тази "война" сега се води в Европейския парламент. Евродепутатите са своеобразни "войници", които защитават интересите на страната, изпратила ги там - и изобщо на всички граждани на Европейския съюз.
Евродепутатите гласуват законодателство на ЕС, което рефлектира върху живота на всеки от нас. Например, приетите от нас нормативни актове защитават правата на потребителите, опазването на околната среда и допринасят за сближаване на жизнения стандарти в различните региони на ЕС.
Ще дам още по-конкретен пример - благодарение на усилията на евродепутатите роумингът във всички страни на Съюза ще отпадне до края на 2015 г.
- Чува ли се гласът на България в Европа и доколко голямата политика се съобразява с него?
- В момента Европа не гледа на България като на надежден и стабилен партньор. Правителството на Орешарски - тройната коалиция на БСП, ДПС и Атака - за броени дни миналата година изгуби доверието на европейските ни партньори, което ГЕРБ четири години гради с извършените реформи и успешното усвояването на фондовете.
Пример за недалновидната политика на сегашното българско правителство е засилващата се енергийна зависимост от Русия, която Европейският съюз се опитва да намали. Явно сегашното правителство на България не работи за намаляване на тази зависимост, а обратното.
От нас, българските граждани зависи доколко позицията ни ще бъде чута в Европа и доколко нашите партньори ще се съобразят с нея. Това ще стане факт само когато те видят сериозно отношение в България по въпросите, засягащи интеграцията ни в Съюза.
Андрей Ковачев е полиглот - владее английски, немски, френски, руски и испански език.
- Какви са интересите на нашата страна в краткосрочен план и до каква степен българските евродепутати, които са представители на различни партии, успяват да се обединят около тях?
- Всички политици трябва да се консолидираме около наваксването на огромното изоставане на България от останалите страни в ЕС чрез ефективно използване на средствата, предоставени ни от Съюза по Многогодишната финансовата рамка за периода 2014-2020 г.
Българските евродепутати успяхме, въпреки партийните си различни, да се обедним около такива важни теми за нашата страна като финансовите компенсации за АЕЦ "Козлодуй"; защита на правата на българските малцинства в Македония и Сърбия, или Молдова и Украйна; влизането на страната ни в Шенген.
От март 2011 г. Андрей Ковачев е заместник-председател на Съюза на европейските федералисти. Освен това той е и председател на Българския съюз на европейските федералисти.
- Има ли българска мечта? Какво включва тя?
- Няколко поколения българи, сред които съм и аз, изстрадахме мечтата да видим страната ни част от Европа и да изпълним завета на Дякона да бъдем равни сред другите народи.
На теория България вече е пълноправен член на ЕС, но на практика имаме да наваксваме много, за да достигнем жизнения стандарт на средностатистическия европеец.
- Кой е най-големият урок, на който политиката ви е научила?
- Да останеш верен на себе си, да запазиш ценностите си, да правиш онова, което трябва, въпреки трудностите!
- От българската и световна политическа сцена на кого се възхищавате?
- Не знам до каква степен Васил Левски е политик, но него слагам на първо място.
В епохата на българското Възраждане има плеяда от ярки енциклопедични личности, които са се занимавали и с народните дела.
От по-новата история на България веднага се сещам за Стефан Стамболов и Константин Муравиев - двама силни държавници и визионери, но с трагична съдба.
От времето, в което и аз съм живял, ще спомена имената на Стефан Савов и Анастасия Мозер. Тези политици нито за миг не изневериха на демокрацията.
От световната политическа сцена винаги съм се възхищавал на Мартин Лутър Кинг и Нелсън Мандела, а от Европа - на Ангела Меркел и Конрад Аденауер.

- Динамичен, отговорен, толерантен.
- Как най-добре си почивате?
- Няма да ви изненадам с отговора на този въпрос. Когато съм с децата ми или съм сред приятели, успявам да се отърся от стреса на ежедневието и да "превключа" на друга вълна, която ми позволява да си почина истински.
